Kazakhstan has introduced a comprehensive AI law designed to protect citizens' rights and freedoms, establishing Core principles of lawfulness, fairness, transparency, accountability, and data protection. The legislation mandates that individuals must be informed about automated processing, its potential consequences, and protective measures.

High-risk AI systems will be subject to stringent security protocols, comparable to those governing state-owned entities. The law explicitly bans AI applications that manipulate behavior, discriminate, exploit vulnerabilities, or violate data privacy—aligning with global efforts to regulate harmful content, such as China's recent restrictions on emotionally manipulative AI chatbots.
